Search SPAM is one of the most widely spread forms of blackhat SEO known today. It is the best known form of manipulating the search engine results aggressively. Ever since Google started implementing "fair play", they have developed many algorithms that will help fight off these blackhat SEO techniques.
Many people question the fact whether Google fight spam internationally, or just within the English speaking websites. According to Matt Cutts, head of search spam at Google, the company invests a lot of time and people into fighting search spam on an international level. The top two Google algorithms today, Penguin and Panda, are specifically designed to combat spam. Although their primary target are websites that appear on the Google.com search results, constant upgrades are made to include more international pages as well.
In his latest video on YouTube, Matt Cutts discusses issues regarding international search spam. He admitted that in some cases, Google releases algorithms directed solely at English speaking websites. Whenever possible, those algorithms eventually get upgraded for other languages as well.
